The companies doing business in the field of design & production and maintenance & repair under the control of the organizations approved / certified by the competent authority / agency, must be initially and continuously certificated by the certification bodies according to the officially recognized standards required in the industries.
The officially recognized standards are typically adopted and used widely within particular industries or fields to ensure consistency, interoperability, quality, and safety. It requires full Compliance with standards (System), Conformance to operation manuals (Process), and Capability of practical operations (Product) across the organizations, not easy to attain or maintain the certification under the officially recognized standards by internal resources only. Consequently, it is desirable to lead the organizations to the right way adequately, effectively, and objectively, by a professional absorbed know-how and best practice through various projects ever involved in.
How can we believe to make all function and operation much better than ever by just establishing the Quality Management System (QMS) under the officially recognized standards and implementing accordingly? Unfortunately, it is most likely going to be impractical and unstable Quality Management System, unless fully satisfied with qualification criteria by each individual involved in those function and operation, and acquired sufficient knowledges of and understandings on applicable standards. No cutoff / shortcut toward reliability and safety required to public transportations.
